History

The privatisation of Greece’s Port of Piraeus by China COSCO Shipping Group remains one of the most significant strategic infrastructure plays in modern European maritime history, redrawing the logistics map of the Mediterranean.The relationship began in 2008 against a backdrop of severe fiscal strain in Athens. Seeking capital and operational modernization, the Greek government signed a €4.3bn concession agreement, handing control of Piers II and III to the state-backed Chinese shipping giant. COSCO rapidly upgraded the underperforming container terminals, leveraging its vast corporate network to route cargo away from traditional northern European hubs like Rotterdam and Antwerp.By 2016, with Greece under intense pressure from international creditors to privatise state assets, COSCO formalised its control. The group acquired an initial 51 per cent majority stake in the Piraeus Port Authority (PPA) for €280.5m. The deal was structured around a strict mandatory investment plan targeting cruise terminal expansions, car-terminal upgrades, and shipbuilding facilities.Upon fulfilling key investment milestones, COSCO exercised its option in 2021 to acquire an additional 16 per cent stake, bringing its total ownership to 67 per cent. Today, Piraeus stands as a critical Mediterranean gateway and a flagship success story for Beijing’s global infrastructure ambitions, anchoring Chinese trade firmly within the European Union.
